Band Constitution & Rules

Section 1: The Band

1. Membership of the Band

Membership of Lincoln District Scout Band (LDSB) is open to any bona fide members of the feeder units of the Scout and Guide Associations. A Brownie Guide or Cub Scout may be permitted to join the band if she/he is able to cope with the playing and marching involved.

2. Uniform of the Band

Band members wear the uniform of their parent Association, substituting their usual neckerchief with an LDSB neckerchief. In exceptional circumstances members of the Scout Association may wear a navy-blue tie, by arrangement with the Scouter-in-charge (ADC Band).

Alternative appropriate activity dress* may be worn when the Band is engaged in certain activities/performances (at the discretion of the Scouter-in-charge (ADC Band)).

3. Leadership of the Band

Lincoln District Scout Band will satisfy the needs of both parent Associations regarding adequate leadership. The minimum is a Scouter-in-charge and a Guider-in-charge. If technically qualified, one of these may be the designated Bandmaster, if not, a separate Bandmaster may be appointed.

The Scouter & Guider-in-charge are responsible for the day to day running of the band, and the welfare of the Scout and Guide members.

The Bandmaster has overall responsibility for:

  1. Teaching/training band members in musicianship, drill & display
  2. Choice of repertoire
  3. Choice and care of instruments.

The Bandmaster may be either a Warranted Leader of either Association or an Instructor with full or associated membership.  Warrant inquiry procedures are completed in all cases.


Section 2: Constitution of the Management Committee

1. Name

The committee shall be known as “Lincoln District Scout Band Management Committee”.

2. Purpose

The purpose of the committee is to manage the assets of the band on behalf of the Lincoln District Scout Executive.

3. Membership

3.1 Ex-officio

The Scout Association District Commissioner (or his/her nominee) shall be a member of the committee, by virtue of his/her Office.

3.2 Nominated

The Scout Association Lincoln District Executive may nominate annually, by 1st of May, one additional member of the committee, to serve for a period of 1 year. An existing representative may be re-nominated.

3.3 Co-opted

The committee shall have power to co-opt up to three additional persons as members.

3.4 Officers - Chairperson

The Chairperson shall be a person agreed between the Scout Association District Commissioner and the Scouter-in-charge.

3.5 Officers - Secretary & Treasurer

The Committee, at it’s AGM each May, shall appoint a Secretary and a Treasurer, to serve for a period of one year. An existing Officer may be re-nominated.


4. Conduct of Meetings

4.1 Quorum

A quorum shall be 4 members present.

Decisions are made by a majority of votes.

In the event of an equal number of votes being cast, the Chairperson does not have a second or casting vote, and the resolution is not carried.

4.2 Finance

Accounts shall be maintained in the name of Lincoln District Scout Band, on behalf of the LDSB Management Committee.  Cheques drawn on them must be signed by at least 2 signatories nominated by the committee.

4.3 Liability

The committee will not enter into contracts creating future liability for sums exceeding the amount of money in it’s hands without the express authorisation of the Lincoln District Executive.

4.4 Powers

The committee are responsible for all equipment purchased on behalf of the band.

An inventory of all such equipment will be maintained.  Such equipment is the property of the Scout Band, and hence the Scout Association.  No equipment may be transferred to another organisation without the approval of the Headquarters of the Scout Association.

The Committee may appoint sub-committees to carry out special functions as it thinks fit.

The Committee is responsible for the general upkeep of the assets of the LDSB.

5. Alterations & Winding Up

The Scout Association District Commissioner and ADC Band may at any time dissolve the committee.

No alterations shall be made to this Constitution unless approved by a majority of 2 thirds of the members of the LDSB Management Committee, and the Lincoln District Scout Executive.
